 GODMOTHER OF THE IX CLASS OF GRADUATES IN POLITICAL SCIENCES AND BUSINESS ADMINISTRATION AT THE MIGUEL HERNÁNDEZ UNIVERSITY Good afternoon; YOUR EXCELLENT VICE-RECTOR OF STUDIES, MRS. MARÍA JOSÉ ALARCÓN YOUR EXCELLENT VICE-RECTOR OF HUMAN RESOURCES; MRS. EVA ALIAGA. ILLUSTRIOUS DEAN OF THE FACULTY OF SOCIAL AND LEGAL SCIENCES OF ORIHUELA MR. JOSÉ ANTONIO CAVERO. MR. FIRST OF ALL, I WOULD LIKE TO THANK THE SCHOOL DELEGATE, DEAR ANA, AS WELL AS THE DEGREE OFFICERS AND THE ORGANISATION OF THIS GRADUATION CEREMONY, FOR GIVING ME THE OPPORTUNITY TO SAY A FEW WORDS ON BEHALF OF THE TEACHERS. I WOULD LIKE TO REFLECT THE FEELINGS OF ALL THE TEACHERS WHO HAVE IN SOME WAY PARTICIPATED IN YOUR UNIVERSITY EDUCATION. YOU ARE FINISHING A PERIOD OF HIGHER ACADEMIC EDUCATION, THE UNIVERSITY EDUCATION, BUT I AM SURE THAT YOU KNOW THAT YOU HAVE NOT STOPPED STUDYING, WE NEVER STOP STUDYING AND WE SHOULD NEVER STOP LEARNING. THE CURRENT ECONOMIC SITUATION SHOULD NOT BE A BRAKE ON YOUR PROJECTS, NOR A DISCOURAGEMENT OF YOUR EXPECTATIONS. AFTER ALL, YOU HAVE GREW UP AT UNIVERSITY UNDER THE SHELTER OF THE WORD CRISIS. THE TERM CRISIS IS ALREADY PART OF YOUR ACADEMIC CURRICULUM, AND YOU HAVE UNRAVELED IT FROM ALMOST ALL AREAS OF KNOWLEDGE, BUDGET MANAGEMENT, POLITICAL SCIENCE, PUBLIC TREASURY, AND ECONOMIC POLICY. WE ARE WITNESSING A NEW ECONOMIC, POLITICAL, AND SOCIAL SCENARIO; WE ARE WITNESSING A LARGE-SCALE TRANSFORMATION WHERE NOTHING WILL BE THE SAME AS BEFORE. THE POLITICAL SYSTEM IS ALSO CHANGING. STATES NO LONGER HAVE BORDERS, RULES ARE MODIFIED IN THE FORM OF EUROPE, AND GOVERNANCE IS DIFFUSELY INTERTWINED BY MULTIPLE ACTORS. WE ARE WITNESSING THE ERA OF GLOBALIZATION WITH ALL ITS IMPLICATIONS, BUT AS MAYOR ZARAGOZA SAYS, “IT MAY ALSO BE THE TIME TO BUILD A NEW WORLD, TO RESTORE THE ETHICAL PRINCIPLES OF JUSTICE AND DEMOCRACY AT THE CENTER OF COLLECTIVE ACTION. A NEW PROTAGONISM OF CIVIL SOCIETY IS PROBABLY EMERGING, WHICH IS NOT FAITHFULLY REPRESENTED BY THE POLITICAL PARTIES AS THEY HAVE FUNCTIONED UNTIL NOW. AFTER MANY YEARS OF DEMOCRATIC PROGRESS, THE POLITICAL PARTIES HAVE SUFFERED SOME DEFORMATIONS IN THEIR EVOLUTION AND THEIR VICES HAVE TRANSFERRED TO THE INSTITUTIONS. BUT AT THE SAME TIME, As of today, it does not seem that they can be replaced. Therefore, it would be both necessary and desirable for them to undertake an exercise in deep reflection and analyze where they are failing and how to remedy some of their shortcomings.
